1963-05-20 CC MinutesMINUTES OF A REGULAR MEETING CITY COUNCIL FARMERS BRANCH, TEXAS May 20, 1963 The City Council met in a regular session on May 20, 1963 in the City Hail at 7:30 p.m. with the following members present: Mayor A. J. Airoldi Mayor Pro-Tem Bill Hamilton Councilmen Ed Rhodes W. D. Oradat Dan Regan City Manager J. M. Orman Assistant City Manager John C. Dodson City Secretary Dorthanna Williams City Attorney H. Louis Nichols Councilman Tippitt was absent. Mayor Airoldi called the meeting to order. Mr. Jack Ramsay, Covenant Presbyterian Church, gave the invocation. MINUTES OF PREVIOUS MEETINGS The minutes of a Special Meeting, April 29 and a Regular Meeting, May 6 were considered and approved by motion by Councilman Oradat, second by Councilman Rhodes, all voting "ayes". SALE OF BONDS Mr. Jack Morris of R. A. Underwood instruments for sale of bonds. Up, seconded by Councilman Oradat, all Bonds were sold: $132,000 for fire $68,000 for street improvements. and Company presented prepared Dn a motion by Councilman Rhodes, voting "ayes", $200,000 in G. O. station construction and fire truck; Upon a motion by Councilman Regan, seconded by Councilman Hamilton, all noting "ayes", $400,000 in Waterworks and Sewer System Revenue Bonds were sold. REPORTS FROM COUNCIL OF GARDEN CLUBS Mrs. Adair Dyer presented a member of each organized group in the City who gave a short resume of their activities during the past few years. These speakers represented the following organizations: Churches, Jay- Cees, Jaycee-Ettes, Beta Sigma Phi, P. T. A. Council, Girl Scouts, Boy Scouts, Homeowners Associations, Republican Women, Lions Club, Varsity Club, Newcomers, Chamber of Commerce, Park and Recreation Commission, Planning and Zoning Commission, Police Department, Fire Department, Library Board, School Board, Valwood Park Garden Club, Suburban Spaders Garden Club, Farmers Branch Garden Club, Flower Fanciers Garden Club, and others. Page 93 Mrs. Dyer reported that the beautification project at Valley View Lane and Highway 35E has been planned to be completed before the opening of Stemmons Freeway about the last of July. She said that this is such an important event for Farmers Branch that all citizens of Farmers Branch are being asked to participate. fl 1 Mayor Airoldi asked each member of the Council to give a report on projects in the City and expressed his thanks and appreciation for the activities and reports of these organizations. REPORT FROM TEXAS POWER.AND LIGHT COMPANY Messrs. Walter Manske, Local Manager, Jack Vaughan, District Manager and Charles Woolridge, Vice President of Texas Power and Light Company were present to discuss rates, problems and plans of the company. Mr. Woolridge gave a lengthy report as requested by the City Council and answered questions posed by members of the Council. RESOLUTION - FINAL PAYMENT - STREET PROJECT NO. 22 Upon a motion by Councilman Regan, a second by Councilman Oradat, all voting "ayes", a resolution was passed authorizing full payment of $7,924.86 on the Webb Chapel Road bridge over Rawhide Creek built by the County; that this is the City's share of one-half the total amount of $15,849.73; that the City Manager is hereby authorized to pay the County of Dallas from funds previously allocated on March 4, 1963 to this project. ORDINANCE NO. 397 - AMEND ZONING ORDINANCE - DR. BEN LAWRENCE Upon a motion by Councilman Oradat, a second by Councilman Rhodes, all voting "ayes" an ordinance was passed approving a zone change request by Dr. Ben Lawrence on property on Valley View Lane. Caption of the ordinance: AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF FARMERS BRANCH, AS HERETOFORE AMENDED, SO AS TO GIVE THE FOLLOWING DESCRIBED TRACT OF LAND A "C" COMMERCIAL CLASSIFICATION UNDER A SPE- CIAL PERMIT, SAID TRACT BEING DESCRIBED AS FOLLOWS: BEING ALL OF LOTS 29, 30 AND 31 IN BLOCK 1 OF THE D. T. MACON SUBDIVISION TO THE CITY OF FARMERS BRANCH, DALLAS COUNTY, TEXAS; THAT SUCH PROPERTY IS TO BE USED FOR "C" COMMERCIAL PURPOSES UNDER A SPECIAL PERMIT; THAT THE PROPERTY SHALL BE IMPROVED ACCORDING TO PLANS AND SPECIFICATIONS SUBMITTED THEREFOR WHICH SHALL BE APPROVED BY THE CITY COUNCIL AND THE CITY PLAN COMMISSION AND SUBJECT TO THE CONDITIONS CONTAINED HEREIN; PROVIDING FOR A PENALTY NOT TO EXCEED TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE; AND DECLARING AN EMERGENCY. ORDINANCE NO. 398 - APPROPRIATE FUNDS FOR CONSTRUCTION INSPECTOR Upon a motion by Councilman Oradat, seconded by Councilman Rhodes, all voting "ayes" an ordinance was passed providing $6,680 for the Page 94 salary and car allowance for the Construction Inspector who spends his time on bond projects. This is to reimburse the General Fund for this amount which it has paid out for these services: Storm Sewer $1,000, Street $2,840 and Sanitary Sewer $2,840. Caption of the ordinance: AN ORDINANCE APPROPRIATING FUNDS FROM THE STORM SEWER, STREET IMPROVE- MENT AND SANITARY SEWER BOND FUND UNAPPROPRIATED SURPLUSES TO THE GENERAL FUND REVENUES FOR SERVICES PERFORMED BY THE CONSTRUCTION INSPECTOR. ORDINANCE NO. 399 - SIX MONTHS REVIEW OF BUDGET City Manager Orman reported that at the end of six months operation he reviewed the operating budgets both from the income and the expendi- ture standpoints and where necessary, made adjustments. He said, the City finances are in good condition and only minor adjustments are necessary. After discussion Councilman Oradat moved that the revisions as pre- sented by the City Manager detailed in the ordinance be approved, seconded by Councilman Regan, all voting "ayes". PASSES FOR SWIMMING POOL The Council stated that it was their intention that the season passes would be $2.00 per book of 20 passes for ages 13 to 18 and the same for ages 12 and below. These tickets will not be good on week-ends and/or holidays. Adult tickets to be 454 and spectators 154. ALPHA ROAD WATER LINE The City Manager reported that the bids on the Farmers Branch portion of this water line will be opened on May 29. Councilman Hamilton moved, authorize the City Manager to award this contract, seconded by Councilman Oradat, all voting "ayes". Mr. Orman then reported that the City of Dallas has awarded the con- tract on the portion of the water line in Dallas, material will be moved in on May 22 with construction starting on May 27. DRAINAGE AT VALLEY VIEW LANE AND HIGHWAY 35E Mr. Orman presented a letter from Mr. DeBerry stating that the State Highway Department could not participate in this drainage problem. The Council instructed the City Manager to see what can be done about the drainage without installing a storm sewer. ADJOURNMENT 12:30 a.m. Dorthanna Williams, City Secretary Page 95
